The Alabama Board of Examiners for Speech-Language Pathology and Audiology (ABESPA) consists of three speech-language pathologists, three audiologists and one consumer representative. Appointees are nominated by the Speech and Hearing Association of Alabama (SHAA) and appointed by the Governor. Professionals nominated and appointed have been engaged in rendering services to the public, or teaching, or conducting research in speech-language pathology or audiology for at least five years preceding the appointment. Not more than one Board member from any United States Congressional District can be appointed to serve at the same time. Board appointments are made for three years, and no member is eligible to serve more than two full consecutive terms.

Members of the Board receive no compensation for their time and services. Members receive a per diem allowance, established by the state of Alabama, to cover mileage and meal(s) while away from their home base. Members attend a board meeting once monthly. (Click here for Board Meeting Dates.)

A liaison representative from SHAA meets with the Board. In addition, the Attorney General provides a member of his staff, an Assistant Attorney General, to advise the Board regarding legal matters.

ABESPA Committees

The Board elects a chair, a vice chair, and a recording secretary.
Certain standing committees are appointed by the chair.

Minutes/Website Committee

The committee on minutes/website is charged with submitting unofficial minutes to Board members for review prior to the Board meeting and to prepare official minutes as approved by the Board. The committee prepares the ABESPA Newsletter which is distributed once yearly and is also charged with the continuous review of the ABESPA website.

Credentials Review And Enforcement Committee

This committee is charged with investigating and reporting to the Board instances of apparent violations of the Alabama law governing the licensing of speech-language pathologists and audiologists. The committee also monitors the enforcement of the Alabama law for the Board.

Continuing Education Committee

The committee on continuing education is charged with assisting the Board in providing continuing education to licensees in speech-language pathology and audiology. Annually, the committee reviews compliance with continuing education requirements and conducts audits of continuing education by licensees and assistants.

Rules And Regulations Committee

The committee on rules and regulations is charged with continuous review of existing rules and regulations and with developing and writing all new rules and regulations, subject to approval by the Board.

Applications Review Committee

This committee receives and reviews all applications that meet ABESPA requirements for licensure, assistant registration, and Clinical Fellowship Year (CFY) registration and makes recommendations to the Board for approval or other action.

Budget Committee

The committee on budget is charged with preparing the annual budget and submitting it to the State Budget Office within the guidelines required by the State Budget Office. The committee also prepares a monthly budget report for each Board meeting.

Liaison And Information Committee

This committee is charged to serve as a link between the Board and any agency or organization which may seek information on licensing speech-language pathologists or audiologists or on the functions of the Board. It is also the responsibility of this committee to report to the Board any information which may be obtained from other state or national agencies, licensure boards or other organizations, which may affect the function of the Board.

Special Assistance Committee

The committee on special assistance is charged with ensuring the Board meets the requirements of ADA or other laws regarding discrimination in serving the public. This committee receives and reviews any complaints made regarding the ADA and other discrimination laws.
